WHY IT MATTERS

Whichever one the clip is for: 16:9 reads as a screen and 9:16 as a phone, and a vertical clip cropped from a landscape photograph loses most of the frame. Decide the destination first, because it decides the shape and the shape decides the crop.
Crop unless the whole picture is the point. A cropped frame fills the video and looks like it was shot for it; a padded one keeps every pixel but spends part of every second on black bars, which reads as a photograph in a video rather than a video. Padding earns its place for artwork with a fixed border, or a screenshot where an edge carries meaning.
The largest one your image fills without being enlarged — the tool names it for you. Sizes run 360p, 720p, 1080p, 4k. Choosing above that does not add detail; it makes a softer frame and, if you render at that size, a more expensive clip.
It is enlarged to reach the frame, and the tool tells you by how much. Nothing is invented in the process — an enlarged photograph is the same photograph with softer edges — so a small source is a reason to pick a smaller frame rather than a reason to worry.
